Maryland Attorney General Anthony G. Brown has filed a motion for summary judgment in a lawsuit aimed at compelling U.S. Immigration and Customs Enforcement (ICE) and the Department of Homeland Security (DHS) to release records concerning allegations of dangerous, inhumane, and unlawful conditions at ICE “hold rooms” located in Baltimore’s George H. Fallon Federal Building. The motion, filed as part of the case Maryland v. Lyons, requests a court order mandating that ICE comply with a subpoena for documents related to these reported civil rights abuses.
The lawsuit originated from an investigation launched by the Attorney General’s Office, specifically its Civil Rights Division and Federal Accountability Unit. This investigation is examining whether ICE has systematically violated the civil rights of individuals detained at the Baltimore facility. The allegations of mistreatment include instances of overcrowding, prolonged detention beyond legally permissible limits, failure to provide adequate medical care, denial of essential provisions like food and water, insufficient sanitary conditions, and obstruction of access to legal counsel. The Attorney General’s current motion seeks a judicial ruling that ICE’s refusal to provide the subpoenaed documents is unlawful and requests that the court order the prompt production of these records. The outcome of this legal action could shed light on the conditions faced by individuals in ICE custody in Baltimore and potentially lead to reforms if the allegations are substantiated by the withheld documentation.
