According to the U.S. Attorney’s Office for the Middle District of Pennsylvania, Xavier Melendez-Hernandez, a 41-year-old Harrisburg resident, has been sentenced to 24 months in federal prison followed by one year of supervised release for his involvement in a drug conspiracy. The sentence was handed down by United States District Judge Jennifer P. Wilson on March 5, 2026.

The case, investigated by the Federal Bureau of Investigation and the Pennsylvania State Police, involved a conspiracy to distribute kilogram quantities of cocaine throughout the greater Harrisburg area during 2021 and 2022. Melendez-Hernandez was found to have conspired with Victor Colon-Rosario, Hector Rayann Santos-Carasquillo, and Joseph Fontanez-Machuca. All individuals were indicted and subsequently entered guilty pleas for their roles in the scheme. The prosecution was handled by Assistant United States Attorney Christian T. Haugsby. This sentencing brings a conclusion to the legal proceedings for this particular group involved in drug trafficking in the region.
In related actions stemming from the same investigation, other individuals involved in the conspiracy have also received sentences. Victor Colon-Rosario was sentenced by Judge Wilson in 2024 to 24 months imprisonment. Hector Rayann Santos-Carasquillo received a sentence of 60 months imprisonment from the same judge in 2024. Joseph Fontanez-Machuca was sentenced in February 2026 to time served, having already spent nearly two years in pretrial and presentence detention. The sentences reflect the court’s consideration of the defendants’ roles and the severity of the drug trafficking offenses.
