The U.S. Attorney’s Office for the District of Maryland has announced extensive federal and state charges and hundreds of arrests following a concentrated law enforcement initiative targeting violent and high-risk offenders in the Baltimore area. The operation, which ran from January 20 through January 31, involved a broad collaboration of federal, state, and local agencies aiming to combat drug trafficking and violent crime within the state, especially in Baltimore City. This multi-jurisdictional effort led to numerous federal indictments and the apprehension of a significant number of fugitives and individuals associated with organized criminal activity.

The operation resulted in the arrest of over 200 individuals identified as violent fugitives or affiliated with organized criminal enterprises. Authorities executed various law enforcement actions, including search and seizure warrants, as part of the effort to reduce violent crime and drug distribution. Key federal indictments stemming from this initiative include charges related to drug trafficking and firearm offenses. For example, Zachary Lewis, Dwayne Hamilton, and Elton Jonray Cruickshank face charges for conspiracy to distribute and possess with intent to distribute five kilograms or more of cocaine. Lewis is also facing firearms-related charges in this case, investigated by the FBI and the Baltimore Police Department.
In a separate case, Donte Sands and Walter Gardner III are indicted for their alleged involvement in a conspiracy to distribute and possess with intent to distribute at least 40 grams of fentanyl and cocaine base, with drug activity reported between April and August 2025. Gardner additionally faces charges for possessing firearms in furtherance of drug trafficking, including a handgun and a semi-automatic rifle. This investigation was conducted by the DEA and the Baltimore County Police Department. Furthermore, three individuals identified as members of a Baltimore drug trafficking organization, Terrel Tomlin, Michael McKay, and Keenan Jackson, are indicted for drug trafficking crimes occurring from November 2025 through January 2026. These investigations were carried out by the DEA, the Carroll County Sheriff’s Office, and the Maryland State Police. Beyond these specific indictments, the U.S. Attorney’s Office pursued charges against more than a dozen other defendants for various drug and firearm offenses, as well as a Racketeering Influenced and Corrupt Organizations (RICO) Act Conspiracy linked to MS-13 affiliated crimes.
A significant component of this operation was Operation Baltimore Safeguard, a U.S. Marshals Service-led initiative in partnership with the FBI Baltimore, Homeland Security Investigations (HSI) Maryland, and the Baltimore Police Department. This effort specifically targeted the apprehension of fugitives with outstanding Maryland state arrest warrants. Operation Baltimore Safeguard alone led to the arrest of 239 fugitives. Among those apprehended were individuals wanted for serious crimes, including eight for homicide, 12 for attempted homicide, 18 for robbery, 108 for assault, 10 for sexual assault, and 26 for drug-related offenses. Additionally, 13 individuals were arrested on weapons-related charges, and six were identified as gang associates. During these arrests, law enforcement personnel seized four firearms and a significant quantity of narcotics, totaling 869 grams, and cleared 264 outstanding warrants. The Capital Area Regional Fugitive Task Force, which is part of Operation Baltimore Safeguard, is a federally funded entity focused on reducing violence in the National Capital Region. The prosecutions resulting from this overall operation also include charges brought against at least 10 additional defendants in Maryland state court for a variety of offenses.
The success of this broad law enforcement effort was attributed to the collaborative work of numerous agencies, including the Hagerstown Police Department, Washington County Sheriff’s Office, Baltimore City State’s Attorney’s Office, the U.S. Marshals Service, the FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Drug Enforcement Administration (DEA), Homeland Security Investigations (HSI), the Baltimore Police Department (BPD), the Baltimore County Police Department (BCPD), and many others. These agencies and their personnel were recognized for their dedication and investigative contributions.
Residents of Baltimore and surrounding areas can expect a continued law enforcement focus on dismantling criminal organizations and prosecuting those involved in violent crime and drug trafficking. The operation’s success highlights the effectiveness of inter-agency cooperation in addressing complex criminal activities that impact public safety.
