The agenda for the evening includes a variety of significant items. Council will consider awarding a substantial contract for the Borough of Chambersburg E7 Pump Station and Laurich Meadows Pump Station Project, with DOLI Construction Corporation of Chalfont, Pennsylvania, listed as the apparent recipient based on sealed bids received in January. This infrastructure project represents a significant investment in the borough’s utility services. In addition to this major contract, the council will address routine financial matters, including the ratification of payments for December 2025, totaling over $21 million. Minutes from previous council meetings will also be up for approval.

Several items related to public safety and traffic management are scheduled for discussion. Council will receive a report on matters discussed at the February 2nd Parking, Traffic, and Street Light Committee meeting. This includes citizen requests for traffic modifications such as a “No Turns” sign or a one-way designation at the intersection of Burckhart Avenue, as well as requests for no parking in cul-de-sacs on Lantern Lane. The committee will also review the two-hour parking restriction on Sheller Avenue and evaluate sight line concerns for businesses exiting onto the street.

A key legislative item on the agenda involves authorizing the advertisement of proposed local laws to amend the Code of Ordinances. These amendments are prompted by requirements from the Pennsylvania Department of Environmental Protection and will address regulations concerning fire prevention for leaf burning and solid waste disposal and recycling. Furthermore, council will consider approving a resolution for submission to the Franklin-Cumberland Boroughs Association. This resolution aims to advocate for a legislative initiative to remove the current three-mil fire tax cap and expand provisions for paid fire and EMS personnel funding to all boroughs across Pennsylvania. This proposed change could have significant implications for municipal budgets and public safety services throughout the state.

The meeting will also include recognition of outgoing council members and opportunities for public comment. Residents wishing to address the council on matters not on the final agenda are encouraged to do so during the designated public comment period. Those wishing to speak on specific agenda items should plan to make their comments as that item is discussed.

Additional agenda items include the approval of a change order to extend the completion date for the full depth reclamation and overlay of multiple streets, as well as a change order for the Public Works Campus project. The council will also discuss amending the 2026 Motor Equipment Capital Improvement Plan to acquire an additional utility vehicle for the Recreation Department. Donations to the Chambersburg Recreation Department and the Chambersburg Police Department are also slated for acceptance. Finally, council will address the resignation of a member from the Zoning Hearing Board and consider appointments to various boards, commissions, and committees. The meeting is scheduled to conclude with an executive session to discuss labor relations and ongoing labor/management issues.

Residents seeking accommodations to access or participate in the meeting are advised to contact 717-251-2447 in advance of the meeting.
