Washington County, MD — Effective immediately, the Washington County Free Library (WCFL) will no longer provide passport application acceptance services. This decision stems from a review of passport acceptance facilities by the U.S. Department of State, which determined, in accordance with federal law, that only state or local governments and the United States Postal Service are authorized to collect and retain passport application execution fees.
Since initiating passport services in 2016, the Washington County Free Library has assisted 3,959 community members with their passport applications. The library viewed this service as a way to fulfill its mission of serving as a community hub, offering practical support for access, education, and civic engagement. Despite this change, the library affirmed its ongoing commitment to serving the community through its diverse array of educational resources, programs, and other services.
Residents who require passport services are now advised to seek assistance from authorized passport acceptance facilities. These typically include local government offices or designated United States Postal Service locations. Further information regarding the full scope of services offered by the Washington County Free Library can be found on their official website.
