Maryland Governor Wes Moore has put forth a proposed Fiscal Year 2027 budget that earmarks a record $124.1 million for law enforcement initiatives, according to a recent announcement from the Governor’s Office. This substantial investment, primarily channeled through the State Aid for Police Protection Program, underscores the administration’s ongoing dedication to enhancing public safety across the state. The proposal comes at a time when Maryland is experiencing notable decreases in violent crime.

Preliminary data for 2025 indicates a significant downward trend in violent offenses. Statewide homicides have fallen by 25%, reaching a nearly 40-year low. Non-fatal shootings have decreased by 28% compared to the previous year, and robberies have seen a reduction of over 25%, continuing a long-term decline. Since the current administration took office, homicides have dropped by 44% statewide. This reduction is even more pronounced in specific areas, with Baltimore City experiencing a 58% decrease and Prince George’s County seeing a 39% drop in homicides. Statewide non-fatal shootings have also decreased by 40% since the beginning of the Moore-Miller administration.
The administration’s public safety strategy is built on a three-pronged approach. The first pillar focuses on equipping law enforcement with necessary resources and support. This includes a full reinvestment in the Maryland Coordination and Analysis Center, which facilitates improved data and information sharing among federal, state, and local agencies, aiming to boost crime closure rates. The budget proposal also allocates funding for new equipment and overtime for law enforcement, prioritizes investment in the Office of the Public Defender, and supports the Baltimore State’s Attorney’s Office. Furthermore, continued investment through the Special Assistant U.S. Attorney program is planned to ensure accountability for criminal activity. The administration is also working with partners to develop re-entry programs designed to break cycles of recidivism. A renewed commitment to public safety in Baltimore City has also been signaled by the reinstatement of state law enforcement resources, fostering a collaborative partnership aimed at building on the progress made in reducing violent crime in the city.

The second pillar of the administration’s strategy centers on building stronger, more vibrant communities by addressing the underlying causes of crime. Initiatives like the ENOUGH program are designed to support community-driven efforts to combat poverty, with grants being provided to 28 communities. The plan also emphasizes strengthened access to mental and behavioral health services and continued support for non-profit and faith-based organizations that play a role in protecting communities against hate crimes. Innovative agency-based programs are also being implemented to promote intervention, opportunity, and education. This includes the Safer Stronger Together project, an interagency effort to assist families affected by crime and violence, and the THRIVE Academy, which targets youth at heightened risk of involvement in gun violence. The administration is also promoting initiatives like the Service Year Option to provide mentorship and apprenticeship opportunities and is engaging with community partners to support programs aimed at uplifting men and boys.
The proposed record funding for law enforcement and the continued investment in community-based initiatives are intended to contribute to a safer Maryland.
