The National Transportation Safety Board (NTSB) has concluded its investigation into a marine accident that occurred on December 10, 2023, near New Orleans, Louisiana. The incident involved the towing vessel William E. Strait, which came into contact with two moored barges at the Shell Norco refinery dock. No injuries or pollution were reported as a result of the collision, though damages were estimated to exceed $500,000.

According to the NTSB’s final report, the probable cause of the accident was attributed to the mate aboard the William E. Strait failing to recognize the proximity of unlit barges. This occurred as the vessel was being pushed astern by an assisting fleeting tug during a repositioning operation. Dense fog and rain, which reduced visibility at the time, were identified as contributing factors to the incident. The accident took place on the Lower Mississippi River at mile marker 125.
