The delegation began their tour in Saudi Arabia, spending three days in the nation’s capital, Riyadh, and the coastal city of Jeddah. Here, officials gained insight into Saudi Arabia’s ambitious “Vision 2030” economic diversification plan. Meetings with the King Abdulaziz City for Science & Technology addressed potential collaborations in research and technology transfer. Discussions were also held with the General Entertainment Authority regarding advancements in the entertainment sector. The U.S. Consulate in Jeddah provided information on its role in fostering bilateral partnerships throughout the region. This marked the first international trade mission to Saudi Arabia led by the State of Maryland.

Following their engagements in Saudi Arabia, the Maryland delegation proceeded to Qatar for a day of focused discussions. The itinerary included meetings centered on venture capital, defense industries, innovation ecosystems, and trade and investment opportunities. State representatives conferred with the Minister of State for Foreign Trade of Qatar and officials from the Qatar Investment Authority to explore investment strategies and burgeoning interests in innovative and emerging industries. The Maryland group also visited the Qatar Free Zones Authority and Doha Venture Capital, initiating conversations about potential “soft landing” pathways for Qatari companies seeking to enter the U.S. market, as well as for Maryland businesses looking to establish a presence in the Middle East. Exchanges on scaling startups and commercialization underscored a shared focus between both regions on connecting emerging technologies with global markets and identifying future avenues for growth.

The overseas mission concluded with a comprehensive series of engagements in Abu Dhabi and Dubai, United Arab Emirates. These discussions encompassed artificial intelligence, data centers, energy, aviation and defense, and broader economic development initiatives. Maryland showcased its capabilities in advanced manufacturing, defense technologies, and cybersecurity during meetings with the Tawazun Council for Defence Enablement, seeking future partnership opportunities. Further strengthening bilateral trade relations, the delegation met with the Ministry of Foreign Trade of the United Arab Emirates, and the Ministry of Investment of the United Arab Emirates was engaged to attract high-value foreign investment to the state. This trade mission represents one of several international delegations organized by the Maryland Department of Commerce in 2025, aiming to bolster the state’s global economic footprint.

Residents of Maryland can anticipate potential increased opportunities for international trade and investment as a result of these diplomatic efforts. The mission aimed to open new markets for Maryland businesses and attract foreign investment into the state’s key sectors, which could lead to job growth and economic expansion. Furthermore, the focus on innovation and technology exchange could foster advancements within Maryland’s own burgeoning industries.
