According to a press release from the Department of Homeland Security, a Harvard Law School professor, Carlos Portugal Gouvea, has been arrested by Immigration and Customs Enforcement (ICE) following the revocation of his visa. The arrest comes after an incident where Gouvea allegedly fired a BB gun outside a synagogue in October. Gouvea, a Brazilian citizen, has agreed to voluntarily depart the United States.

The events leading to Gouvea’s arrest began on October 2, 2025, when he allegedly discharged an air rifle outside a synagogue the day before Yom Kippur. At the time of the incident, Gouvea reportedly stated he was engaged in hunting rats. This action prompted authorities to investigate, and on October 16, the Department of State officially revoked Gouvea’s temporary non-immigrant (J-1) visa.
Following the visa revocation, Gouvea entered into a plea agreement on November 13. He pleaded guilty to the charge of illegal use of an air rifle, while other charges, including disturbing the peace, disorderly conduct, and vandalizing property, were dismissed. In the wake of his guilty plea, ICE Boston Enforcement and Removal Operations (ERO) took Gouvea into custody on Wednesday. He subsequently consented to a voluntary departure from the United States, opting to leave rather than face formal deportation proceedings.
The Department of Homeland Security emphasized that residing and studying in the United States is a privilege, not an inherent right. The agency stated that there is no place for violent anti-Semitic acts in the country, characterizing such actions as an offense to fundamental American principles and a significant threat to citizens. The department also indicated that it is under no obligation to permit individuals who commit such acts to remain in the United States.
