The case stems from a drug distribution incident on August 20, 2022, in Bloomsburg, Pennsylvania. Dunlap supplied substances that four individuals believed to be cocaine. However, these substances contained fentanyl, a potent synthetic opioid. The distribution led to the fatal overdose of one person and non-fatal overdoses for two others who required medical intervention from paramedics to survive. Dunlap was convicted of three counts of drug delivery resulting in death or serious bodily injury and two counts of distribution of cocaine. The investigation was a collaborative effort between the Federal Bureau of Investigation and the Bloomsburg Police Department.
This prosecution is part of “Operation Take Back America,” a broader Department of Justice initiative aimed at combating illegal immigration, dismantling cartels and transnational criminal organizations, and protecting communities from violent crime. The operation integrates resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN). Furthermore, the case aligns with a district-wide initiative targeting the ongoing epidemic of heroin use and distribution. This local effort, led by the U.S. Attorney’s Office, focuses on apprehending and prosecuting individuals involved in heroin trafficking within the Middle District of Pennsylvania, working in conjunction with federal, state, and local law enforcement agencies. The delay in the issuance of this announcement was due to a prior government shutdown, with the press release being made available following the resumption of normal operations.
