This move marks a return home for Lando, who began his law enforcement career in Pittsburgh before joining the Frederick Police Department (FPD) in 2021. His tenure in Frederick has been characterized by efforts to strengthen community-police relations and modernize departmental operations.

During his time as Chief in Frederick, Lando was instrumental in establishing and expanding the department’s Crisis Response Team. He also focused on initiatives aimed at improving officer wellness and fostering partnerships with residents to enhance public safety and community policing strategies.
Mayor Michael O’Connor commented on Chief Lando’s departure, noting his “transformational leadership” and his success in building trust between officers and the community. The Mayor highlighted Lando’s contributions in areas such as crisis response and the modernization of policing practices. He expressed that Pittsburgh’s selection of Lando is a source of pride for Frederick, recognizing his talents and the department’s culture of excellence.
Chief Lando is scheduled to conclude his service with the City of Frederick on December 5th. Following his departure, Mayor O’Connor will name an acting chief and initiate a search for a permanent successor. The Mayor expressed confidence in the existing command staff’s ability to manage the department during this transition period, stating that Lando leaves behind a stronger, more connected, and more trusted police force.
