The U.S. Drug Enforcement Administration (DEA) has announced the successful conclusion of a nationwide enforcement operation, “Operation Vape Trail,” which targeted the distribution of dangerous and illegal substances through vape shops. The operation, conducted from September 15 to September 19, 2025, has resulted in the seizure of over 2.3 million vape devices and cartridges, more than 100 weapons, and millions of dollars in currency and assets. This initiative is part of a broader governmental effort to protect public health and safety by removing illicit products from communities across the United States.

The DEA’s coordinated enforcement actions, carried out by its 23 domestic field divisions and seven foreign regions, yielded significant results. In total, authorities confiscated 2,357,755 vape pens and cartridges, seized $3,502,905 in currency, and apprehended 106 individuals. The operation also led to the confiscation of assets valued at $5,235,000 and 115 firearms. These seizures highlight the extensive reach and alarming prevalence of illegal substances being distributed through what were once considered alternatives to traditional tobacco products.
Recent data indicates a substantial shift in the e-cigarette market, with a growing proportion of sales involving illegal substances. Vape shops have become a point of distribution for dangerous and addictive products such as synthetic marijuana, synthetic cathinones, and hydroxymitragynine, commonly known as 7-OH or synthetic kratom. Many of these illicit products are designed with bright packaging and imagery resembling popular candies and snacks, a tactic aimed at appealing to younger demographics, thereby posing a particular risk to minors.
Several notable seizures underscore the seriousness of the criminal operations encountered. In Laredo, Texas, DEA agents, with assistance from local police, discovered a hidden 25-foot-deep tunnel within a vape shop, leading to a concealed room used for illicit activities. This discovery, which also involved the seizure of cocaine and marijuana, demonstrates the lengths to which individuals will go to conceal their operations. In Galveston, Texas, a joint operation involving the DEA, U.S. Marshals Service, and local law enforcement uncovered 70,000 THC cartridges, 30,000 THC edibles, 15 pounds of marijuana, and eleven firearms within a residential property.
Further investigations based on community complaints also proved fruitful. The DEA’s Little Rock District Office responded to multiple reports of vape shops selling to minors, leading to the seizure of nearly 200 pounds of marijuana and over 50 firearms in two separate incidents, resulting in two arrests. In Albany, New York, authorities seized hundreds of pounds of illicit products, including marijuana flower, THC gummies, flavored THC vape cartridges, and mushroom gummies, along with $50,000 in cash, and arrested two individuals.
Beyond these general enforcement actions, the DEA has also been investigating vape shops located near military bases. A significant portion of these businesses are reportedly owned and operated by foreign nationals who are believed to be specifically targeting active military personnel. One such joint operation resulted in the seizure of 8,000 pounds of THC products, 70,000 marijuana plants, and nearly 21,500 pounds of processed marijuana, with 20 individuals arrested, including three Chinese nationals.
