Annapolis, MD – Marylanders are set to receive significant financial relief on their utility bills following the rollout of a $200 million energy rebate program. According to the Office of Governor Wes Moore, the initiative aims to alleviate the burden of rising energy costs for residents across the state. The program will provide two direct payments to all Maryland ratepayers, with the first distribution occurring between August and September of this year, and the second scheduled for January and February of 2026. This second round of rebates is specifically designed to offer support during the winter months when energy consumption typically increases.

The funding for these rebates stems from the Next Generation Energy Act, legislation signed into law by Governor Moore after the 2025 legislative session. This act mandates that $200 million be allocated from Maryland’s Strategic Energy Investment Fund. While the exact amount of each rebate will vary depending on individual household energy usage and the specific utility company, ratepayers can anticipate receiving between $30 and $67 per payment. Each utility company will be responsible for establishing its own system to calculate and distribute these rebates to its customers.
This energy rebate program represents a continuation of efforts by the Moore-Miller Administration to address energy affordability for Maryland residents. Previously, in June, Governor Moore announced the launch of the Customer Relief Fund, which provided $19 million in one-time assistance to limited- and middle-income ratepayers. That program utilized trusted local nonprofit organizations to ensure efficient distribution of funds to communities most in need.
Beyond direct financial assistance, the Next Generation Energy Act also encompasses broader strategies for energy affordability and sustainability. The legislation expands financial support aimed at reducing direct greenhouse gas emissions from certain multi-family residential buildings. Furthermore, it establishes a framework for procuring nuclear energy generation within the state, signaling a commitment to diversifying and potentially stabilizing energy sources.
In May, Maryland also joined a regional effort to address transmission infrastructure and reduce consumer costs. The state became part of the Northeast States Collaborative on Interregional Transmission, which is developing a joint strategic action plan. This collaboration is designed to identify and implement interregional transmission solutions that can lead to lower energy costs for consumers and enhance the reliability of energy systems across the region.
