The new center will provide government agencies, academic institutions, and quantum companies with early access to Microsoft’s advanced quantum technology. This access is intended to facilitate collaborative hardware and software development. Furthermore, the facility is expected to draw skilled quantum experts to Maryland, creating an environment where Microsoft engineers can interact and collaborate directly with the state’s quantum ecosystem, including researchers and students from the University of Maryland. The strategic location within the University of Maryland Discovery District, its proximity to other key quantum institutions, and the current administration’s commitment to quantum industry growth through the Capital of Quantum Initiative were significant factors in securing this partnership.
The Capital of Quantum Initiative, launched by Governor Wes Moore, is a public-private partnership designed to catalyze over $1 billion in investments within Maryland’s quantum industry. This initiative involves the state, the University of Maryland, College Park, and various private entities. The Governor’s Fiscal Year 2026 budget includes an initial investment of $52.5 million, with the University of Maryland and its partners contributing more than $70 million. These funds are designated to strengthen Maryland’s quantum ecosystem through academic programs, workforce development, and technical support. Since the initiative’s inception, the Discovery District has attracted nearly a dozen quantum startups, and IonQ has announced three significant mergers with quantum and aerospace firms, indicating growing momentum in the sector.
A further strengthening of Maryland’s position in quantum research came in April with the signing of a memorandum of agreement between the State of Maryland and DARPA. This agreement formally establishes the “Capital Quantum Benchmarking Hub” at the University of Maryland. This partnership between state and federal government aims to facilitate the testing and evaluation of quantum information science within the state. This development unlocks up to $100 million in federal funds, which will be used to match the state’s quantum computing investments and will also contribute to the funding of Microsoft’s new quantum center. Microsoft is one of two companies currently engaged in the most advanced stages of DARPA’s Quantum Benchmarking Initiative, underscoring the state’s appeal to leading companies in the field.
Microsoft’s quantum center will grant quantum experts from both government and academia direct access to cutting-edge quantum hardware prototypes. A notable example is Majorana 1, which is recognized as the world’s first quantum chip utilizing a topological qubit design. This technology, unveiled earlier this year, holds the potential to enable error-resistant quantum systems that can be scaled for commercial applications years ahead of previous projections. The center will serve as a collaborative space for hands-on research, prototyping, and benchmarking of innovations like Majorana 1. This work will be conducted in partnership with DARPA’s testing and evaluation team, with the goal of accelerating breakthroughs from decades to within years.
The establishment of this center represents a significant development for both the University of Maryland and the state as a whole, highlighting the substantial progress made in quantum science and innovation. It is seen as a reflection of years of dedicated research, strategic investment, and collaborative efforts that have positioned Maryland and the greater Washington D.C. region as a primary hub for quantum technology.
