A York County man has been formally charged in the U.S. District Court for the Middle District of Pennsylvania with making threats against a Member of the U.S. House of Representatives. Troy Lamont Rishell, 48, of York, Pennsylvania, is accused of leaving a series of threatening voicemails directed at the representative’s district office. These alleged actions took place over a period spanning from February 28, 2025, to May 20, 2025. The U.S. Attorney’s Office for the Middle District of Pennsylvania announced the charges. The press release did not specify which representative was targeted in the voicemails.

According to Acting U.S. Attorney John C. Gurganus, the voicemails were left with the intent to intimidate the U.S. Representative while they were performing their official duties. The investigation into these alleged threats was a collaborative effort between the United States Capitol Police and the United States Secret Service. Assistant U.S. Attorney K. Wesley Mishoe is handling the prosecution of the case. If convicted of the charges, Rishell could face a maximum sentence of 10 years in prison, followed by a period of supervised release. Additionally, he could be subject to a fine and a mandatory special assessment. The final sentence in any case is determined by the court, taking into account applicable federal sentencing statutes and guidelines. It is important to note that informations are formal accusations, and all individuals charged are presumed innocent until proven guilty in a court of law.
