The U.S. Attorney’s Office for the District of Maryland has announced that two individuals who are in the United States unlawfully have been charged in separate incidents with assaulting and resisting federal immigration officers. The charges stem from confrontations that occurred in June 2025, involving officers from U.S. Immigration and Customs Enforcement (ICE) – Enforcement and Removal Operations (ERO) and Homeland Security Investigations (HSI). The cases are part of a broader Department of Justice initiative focused on immigration and border security.

Adolfo Nimrod Hernandez-Ramos, a 42-year-old citizen and national of Honduras, faces charges of assaulting, resisting, opposing, impeding, and interfering with federal officers. According to the criminal complaint, on June 6, 2025, ICE officers had information suggesting Hernandez-Ramos had entered the U.S. without authorization. While conducting surveillance near his Catonsville residence, officers observed him leave and enter a vehicle. They followed him to a shopping center, where, upon the officers’ approach, Hernandez-Ramos reportedly fled on foot. During the attempted apprehension, he allegedly pulled away from an officer, ran into a store, kicked at officers, flailed his arms, and grasped a table. He is accused of clinching his arms and legs to resist arrest and, at one point, allegedly grabbed an open handcuff and threatened an officer. Officers eventually took him into custody, and during the altercation, several officers sustained injuries.

In a separate incident on or about June 8, 2025, two ICE officers encountered two individuals in Wicomico County, Maryland. Both officers were wearing tactical vests clearly marked as “POLICE.” One of the individuals was recognized as having a final order of removal. Law enforcement identified the second individual as Tony Marcos Ferreira-Dos Santos, a 30-year-old citizen and national of Brazil, who is also unlawfully present in the United States. Both men, including Ferreira-Dos Santos, reportedly fled as the officers approached. After arresting the first individual, officers located Ferreira-Dos Santos. During the attempt to take him into custody, Ferreira-Dos Santos allegedly resisted arrest and engaged in a physical struggle with the officers before being apprehended.

These arrests and charges are part of Operation Take Back America, a nationwide effort by the Department of Justice aimed at deterring illegal immigration and combating transnational criminal organizations, with a focus on protecting communities from violent crime perpetrators. The U.S. Attorney for Maryland, Kelly O. Hayes, acknowledged the investigative efforts of ICE-ERO and HSI, as well as the assistance provided by the Baltimore Police Department. The prosecution of these cases is being handled by Assistant U.S. Attorneys Michael C. Hanlon and Gerald Collins, along with Special Assistant U.S. Attorney Carolyn Mills. It is important to note that a criminal complaint is an accusation, and all defendants are presumed innocent until proven guilty in a court of law.
