A Capitol Heights man has been sentenced to a decade in federal prison for a violent series of armed carjackings across Prince George’s County. According to a release from the U.S. Attorney’s Office for the District of Maryland, Sean Franklin Mills, Jr., 21, will also serve five years of supervised release following his incarceration. Mills terrorized drivers over a span of three weeks in late 2022 across multiple location in Maryland.

Between November 27 and December 19, 2022, Mills and a co-conspirator targeted six individuals in a coordinated effort to steal vehicles at gunpoint. Each incident involved the display or brandishing of handguns, with victims often accosted at gas stations or while sitting in parked vehicles. The duo stole models ranging from a Mitsubishi Outlander to multiple Toyota Camrys and a Highlander, often switching cars to evade detection. The stolen vehicles were used to approach subsequent victims, escalating community risk with each incident.
Law enforcement ultimately located Mills on December 20 using GPS tracking data and identified one of the stolen vehicles near his residence. The following day, Prince George’s County police apprehended Mills and his co-conspirator during a tactical vehicle stop in New Carrollton, recovering two loaded firearms in the process. The arrests ended a spree that had heightened fear in local neighborhoods.
