According to a press release from the City of Baltimore, 81 artists across the city have been selected to receive $4,000 each in unrestricted funding, totaling $324,000, as part of the 2025 ARPA Artist Grant program. Funded through the American Rescue Plan Act (ARPA) and administered by the Baltimore Civic Fund, the initiative is designed to support the recovery of Baltimore’s creative community from the economic impacts of the COVID-19 pandemic.

The program, which drew over 165 applicants, awarded grants to artists working in a variety of disciplines, including visual, performing, literary, digital, culinary, and textile arts. City officials emphasized that this investment is part of a broader strategy to sustain the cultural sector, which they say plays a vital role in the local economy. This round of funding builds on a wider effort by Mayor Brandon M. Scott’s administration to prioritize the arts in the city’s post-pandemic recovery.
