Washington County residents can expect decisions on critical youth and health services, technology purchases, and future community projects as the Board of County Commissioners convenes for its public meeting on Tuesday, July 15, 2025. Among the items on the agenda are multi-agency contracts supporting homeless youth, families, and school-based mental health services, as well as the approval of a long-planned public art project and upgrades to county IT infrastructure. Once again, there will be no public comment period during the meeting, which begins at 9 a.m.

A key topic includes a presentation on the General George Washington Sculpture Project, intended to be completed in time for the county’s 250th anniversary. The board will consider accepting the final design and continuing to support the initiative, which aims to install the county’s first full-size statue of its namesake.
The county will also convene as the Board of Health to vote on a $1.2 million Medicaid-funded contract with AM-VAN Inc. for non-emergency transportation services. This initiative ensures that eligible residents can travel to medical appointments, funded entirely by state grants with no local cost.
Three separate sole-source procurement awards totaling more than $430,000 are on the table for approval. These will fund shelter expansions for homeless youth through Horizon Goodwill Industries, educational childcare and family services via the Washington County Department of Social Services, and a school-based mental health program run by Brook Lane. All of these initiatives are contingent upon state grant approvals and will not use county funds.

Other business includes the rejection of a nearly $3 million airport construction bid deemed excessively high, and a proposed $141,677.72 computer upgrade using cooperative purchasing with Dell Technologies. Also scheduled is the renewal of a waste services contract at county facilities and the adoption of a new Heat Stress Work Policy to protect employees during extreme temperatures.
Additional votes will cover budget adjustments, hazardous spill cost recovery, and state capital grant appropriations for local emergency services. Community representation matters will also be addressed, including appointments to the Washington County Board of Social Services and the Tri-County Council for Western Maryland.
Toward the end of the meeting, the board will enter a closed session at 10:45 a.m. to discuss confidential personnel and legal matters. Topics include an update on a fire company volunteer, a recommended termination of a county employee, and legal advice from the County Attorney regarding ongoing litigation involving the county.
