“Operation Blue Light Special,” led by the Hagerstown Police Department, was designed to target serial shoplifters and track the flow of stolen goods, ultimately uncovering broader criminal activity. Backed by funding from the Maryland Criminal Intelligence Network, the initiative resulted in charges ranging from misdemeanor and felony theft to drug and firearm offenses. Some suspects were apprehended multiple times or were already wanted for unrelated crimes.

Investigators also recovered six stolen vehicles, nine handguns, and an unspecified quantity of drugs. Authorities identified seven drug trafficking organizations and found 12 locations — including residences and businesses such as barbershops, convenience stores, restaurants, and social clubs — where stolen items were being sold.
Local retailers that assisted police during the operation include Lowe’s, Home Depot, Weis, Martin’s, Walmart, Kohl’s, Target, JCPenney, and Belk. Their cooperation played a key role in tracking repeat offenders and mapping criminal activity across Hagerstown.
