Thousands of Volvo drivers across the United States are being advised of a new safety recall that could affect vehicle braking performance, particularly during downhill driving. The recall, affecting more than 14,000 vehicles, involves a software issue in the Brake Control Module that may result in a complete loss of braking ability under specific conditions.

According to documents filed with the National Highway Traffic Safety Administration (NHTSA), the defect is tied to software version 3.5.14 released in April 2025. Internal testing showed that affected vehicles may temporarily lose braking functionality if driven downhill for more than one minute and 40 seconds in regenerative braking modes—such as “One Pedal Drive” for battery electric vehicles or “B” drive mode for plug-in hybrids—without using the brake or accelerator pedal. In some cases, pressing the brake pedal may disable braking entirely, increasing the risk of a crash.
The recall includes multiple Volvo models produced between 2020 and 2026, such as the S60, V60, S90, XC60, XC90, XC40, EX40, EC40, and C40. Among the models affected are the 2025 XC90 PHEV, with over 5,000 units recalled, and the XC60 PHEV models spanning several production years, accounting for more than 7,900 units. Volvo estimates that all 14,014 recalled vehicles contain the defect.

To resolve the issue, Volvo plans to issue a software update to restore full braking function. Owners are encouraged not to drive their vehicles until the remedy is performed. Notices will be sent starting August 6, 2025, and the affected vehicles will become searchable by VIN beginning June 20. The automaker has also offered reimbursement for repair expenses already incurred due to this issue.
