Potts, who serves as a Master Diver and Maritime Coordinator for the Office of the State Fire Marshal (OSFM), was put forward as the Bomb Squad nominee by Deputy Chief and Bomb Squad Commander Duane Svites. Throughout 2024, Potts handled a demanding operational schedule, serving as the primary Bomb Technician on 29 calls, assisting in many others, and conducting 59 explosive-related inspections. He also played a critical role on a national level, helping to establish operational standards for the Underwater Hazardous Devices Team (UHDT).
Beyond his response duties, Potts independently organizes and leads bi-weekly training sessions for the UHDT, ensuring the unit maintains peak readiness for underwater explosive ordnance disposal operations. His leadership extends to all emergency deployments and special events that involve maritime threats, maintaining a consistent standard of excellence.

Potts’s leadership was notably demonstrated during the Francis Scott Key Bridge collapse on March 26, 2024. Following the early morning incident, he quickly mobilized the UHDT, coordinating the deployment of essential equipment, including a Dive Command Unit, remotely operated vehicle, Zodiac boat, and full dive apparatus. His swift action and expert guidance were instrumental in the initial response and sustained recovery efforts.
The nomination places Potts among six Deputy State Fire Marshals who will be recognized at the Maryland State Firefighters Convention in Ocean City next month. The “James C. Robertson, Deputy State Fire Marshal of the Year” award aims to highlight outstanding dedication and service within the agency.
