The updated system, managed through the Emergency Operations Center, will integrate real-time geolocation capabilities with advanced AI to route emergency calls directly from within the ArtScape event zones. These improvements will allow dispatchers to identify, prioritize, and respond to incidents within the seven designated festival zones more accurately. Virtual boundaries created by geofencing technology will automatically redirect emergency calls from the event site to a dedicated team, separating them from city-wide operations and reducing potential delays.

This deployment marks the first time Baltimore has used AI and geofencing together on such a large scale. Officials say the move is part of a broader initiative to modernize public safety infrastructure. The system will not only be in effect during ArtScape 2025 but also during other major city events moving forward, reflecting BCFD’s commitment to smart city practices in emergency management.

City officials emphasized that while the technology works behind the scenes, it requires no changes from residents or visitors calling 911. Instead, the upgrades aim to streamline internal operations and ensure faster on-the-ground response where large crowds gather. The implementation is being hailed as a step toward more resilient and responsive public safety services during Baltimore’s most high-traffic occasions.
