Currently, the City Charter requires a minimum of five Council members to vote in favor of overriding a mayoral veto. The proposed amendment would instead require a two-thirds majority of the total Council membership. This change could shift the threshold depending on the number of sitting members, making the override requirement proportional rather than fixed.
The resolution seeks to amend Article II, Section 15.1 of the Charter. The proposed adjustment reflects a move toward standardizing procedural rules with common legislative practices, where supermajority requirements are typically expressed in proportional terms.
