The evening will begin with a public hearing focused on proposed changes to Sections 31-37 of the town charter. The amendment outlines procedures for filling vacancies on the council, including timelines and special election guidelines. It specifies that if more than two years remain on a vacated term, the seat must be contested in the next general election, and introduces provisions for how long the elected replacements will serve. The changes also clarify the mayor’s voting role and outline steps if the council is unable to select a successor.
The agenda includes the approval of several sets of meeting minutes from sessions held in April, including public hearings, executive sessions, and interview-focused meetings. Council members are also set to receive updates from the treasurer, mayor, and town manager. Departmental reports from Planning & Zoning, Police, and Public Works will be presented for approval, alongside updates from various commissions including Economic Development and Parks.

Under new business, the council will consider the resignation of an Economic Development Committee member and begin discussions on the FY26 budget proposals. Public comments will be accepted on both agenda and non-agenda items, though individual remarks will be limited to three minutes. Additionally, the town has scheduled its next Bulk Clean Up Day for Saturday, May 17, from 8 AM to noon behind Smithsburg EMS.
Future meetings listed include a special session on May 20, with the following regular council meeting planned for June 2. Several committee sessions are also scheduled throughout the month of May.
