The U.S. Drug Enforcement Administration has released its 2025 National Drug Threat Assessment, warning that while drug overdose deaths fell by over 20% last year, the threat from synthetic drugs remains severe. The report points to increasingly complex and dangerous drug mixtures and highlights the evolving tactics of global drug trafficking networks.

According to the assessment, October 2024 marked the eleventh consecutive month of declining drug-related deaths, a sign of progress in national drug policy and enforcement. However, more than 80,000 Americans still died from drug poisonings in 2024. The report emphasizes that the changing composition of street drugs—including the adulteration of fentanyl with veterinary tranquilizers and other chemicals—continues to pose a serious public health risk. Fentanyl purity has decreased, but its combination with other substances, such as xylazine and medetomidine, has made it even more unpredictable and dangerous.
DEA labs and the National Forensic Laboratory Information System noted a growing trend of drug “cocktails,” with fentanyl increasingly mixed into cocaine and methamphetamine supplies. One in four cocaine samples and one in eight methamphetamine samples also contained fentanyl, underscoring the hidden dangers many users face. Meanwhile, xylazine remains the most commonly found adulterant in fentanyl powder, but medetomidine—a stronger veterinary anesthetic—has recently emerged in the fentanyl supply.

The report also outlines the major criminal organizations contributing to the drug crisis, including Mexican cartels and global criminal networks that have been designated as Foreign Terrorist Organizations or Specially Designated Global Terrorists. These include the Sinaloa Cartel, Jalisco New Generation Cartel (CJNG), and Tren de Aragua (TdA), among others. Chinese transnational criminal organizations have also gained prominence in domestic marijuana production, dominating cultivation in states where cannabis is legal and producing highly potent strains with THC levels up to 30%. Additionally, the report noted over four million youths aged 12–20 reported vaping marijuana in the past year.
The DEA dedicated this edition of the NDTA to Special Agent Enrique “Kiki” Camarena, who was murdered in Mexico in 1985. Rafael Caro Quintero, accused in the United States of orchestrating the killing, was taken into U.S. custody in February 2025 and will face prosecution for crimes tied to the Guadalajara Cartel.
