A 54-year-old man from Emmitsburg has been arrested and charged with multiple counts of possessing child pornography after a months-long investigation by local authorities in coordination with a national cybercrime initiative. The arrest followed the execution of a search warrant at a home on Harney Road, carried out by the Frederick County Sheriff’s Office as part of its Internet Crimes Against Children (ICAC) Task Force.

The investigation began in February when the National Center for Missing & Exploited Children (NCMEC) provided two cybertip reports to the local ICAC team. These tips led authorities to a cloud storage account allegedly containing child sexual abuse material (CSAM). Detectives obtained a search warrant for the digital account, resulting in the discovery of multiple illicit files. Additional investigative work identified Randall Allen Scobie as the suspect linked to the online material.
On May 1, law enforcement executed a search warrant at Scobie’s residence in the 10900 block of Harney Road. During the search, investigators seized several electronic devices suspected of containing illegal content. Scobie was taken into custody at the scene and transported to the Frederick County Adult Detention Center. He has been charged with seven counts of possessing child pornography.
