A Maryland man has admitted to participating in a multi-state drug trafficking network responsible for distributing significant quantities of fentanyl, heroin, and cocaine in West Virginia. The guilty plea is the latest development in a large-scale investigation targeting organized drug activity in the Eastern Panhandle region.

Lester Luna, 30, of Hagerstown, Maryland, entered a guilty plea in federal court in Clarksburg. According to court documents, Luna was involved in a conspiracy to distribute controlled substances, including opioids and stimulants, in Berkeley County, West Virginia. His role was part of a wider effort by federal and local authorities to dismantle a trafficking organization operating across several states.
The case is being prosecuted by Assistant U.S. Attorney Lara Omps-Botteicher. The investigation is part of the Organized Crime Drug Enforcement Task Forces (OCDETF) initiative, which targets high-level criminal networks through collaborative and intelligence-led efforts. The operation included participation from numerous federal, state, and local agencies, ranging from the FBI and DEA to police departments in Maryland, West Virginia, New York, New Jersey, and Pennsylvania.

Investigators involved in the case included the FBI, U.S. Marshals, Homeland Security Investigations, the ATF, DEA, and various state and local police units. The Eastern Panhandle Drug Task Force, a HIDTA-funded initiative, also played a significant role, along with the Washington County Drug Task Force and Maryland State Police. The wide net of agencies highlights the complex and far-reaching nature of the conspiracy.
