A York County man faces serious federal charges after being indicted for producing and possessing child pornography involving minors, including one under the age of 12. The indictment, issued on April 23, alleges that Robert Haley, 41, used coercion to create explicit material and later possessed illegal images on a digital storage device.

According to the U.S. Attorney’s Office for the Middle District of Pennsylvania, the charges stem from two incidents. On March 29, 2021, Haley allegedly enticed an 11-year-old child to participate in the production of four sexually explicit videos. The second allegation involves the possession of a SanDisk 64 GB micro-SD card discovered on March 20, 2025, which reportedly contained child pornography of a victim under 12 years old.
The case is being prosecuted under Project Safe Childhood, a nationwide Department of Justice initiative aimed at protecting children from sexual exploitation and abuse. The initiative coordinates federal, state, and local efforts to pursue offenders and assist victims. The FBI is leading the investigation, and Assistant U.S. Attorney Christian Haugsby is handling the prosecution.

If convicted, Haley faces a potential maximum sentence of 140 years in prison, in addition to a possible lifetime of supervised release and significant financial penalties. Sentencing would be determined by a federal judge based on applicable laws and guidelines. As with all indictments, the charges against Haley are allegations, and he is presumed innocent until proven guilty in a court of law.
