Trooper First Class Jack Hadley was named 2024 Trooper of the Year for his efforts in locating and apprehending fugitives as part of the Maryland State Apprehension Team. In 2024, TFC Hadley led investigations that resulted in the capture of 77 individuals wanted on a total of 109 felony and 31 misdemeanor warrants. Since joining the force in 2016, he has been recognized for his professionalism and leadership in both traffic and criminal enforcement.

Sergeant Stephen Muehl was selected as Non-Commissioned Officer of the Year. Assigned to the Homicide Unit, SGT Muehl played a key role in launching the Highway Gun Crime Initiative. In the latter half of 2024, this program led to 61 road rage investigations, 20 arrests, and the seizure of 24 firearms, bolstering the department’s ability to address armed violence on state roadways.

Bethany Richards, Emergency Dispatcher Supervisor at the JFK Memorial Barrack, was honored for her leadership and poise under pressure. Similarly, Lashonda Wilson of the Hagerstown Barrack was named Emergency Dispatcher of the Year for her performance and reliability in critical communications operations. The Civilian Employee of the Year award was given to Latosha Clark, an Administrative Specialist III in Forestville, recognized for her mentorship and extensive knowledge gained from previous dispatch experience.

The individuals recognized were selected from among their peers who had received similar honors at the local level, reflecting a departmental culture committed to excellence. Maryland State Police Superintendent Colonel Roland L. Butler, Jr. acknowledged their achievements and emphasized the importance of their roles in maintaining public safety throughout the state.
