In a move aimed at improving how Baltimore handles its infrastructure projects, Mayor Brandon M. Scott has signed an executive order directing sweeping reforms to the city’s capital contracting system. Announced on April 22, 2025, the directive tasks the Mayor’s Office of Infrastructure Development (MOID) with implementing 23 recommendations designed to increase transparency, improve efficiency, and create more equitable access to project opportunities, particularly for minority- and women-owned businesses.

The recommendations are the result of a broad review of current challenges facing Baltimore’s project delivery process. The reforms will center on five key focus areas: increasing transparency and accountability, enhancing equity and inclusion, improving communication and coordination among stakeholders, boosting operational efficiency, and applying innovative strategies to modernize project management. Each area includes specific actions such as better tracking of project milestones, streamlined procedures to reduce delays, and initiatives to expand the reach of procurement opportunities.
Initial steps in the reform process include launching a centralized online portal for bidding and enhancing training for project managers. These early measures are expected to lay the groundwork for more effective implementation across city departments. MOID will lead these efforts in coordination with other city agencies, with the goal of ensuring that capital projects are completed on schedule and that more local businesses can participate in the city’s economic development.
