A Philadelphia resident was arrested by Maryland State Police in connection with a road rage-related shooting in Prince George’s County, following an incident on March 28 in which a motorist’s vehicle was struck by gunfire during a traffic confrontation.

Andre Howard, 34, of Philadelphia, has been charged with multiple offenses including two counts of felony assault, use of a handgun in a violent crime, and possession of a loaded firearm. He was taken into custody and is currently held at the Prince George’s County Division of Corrections awaiting his initial court appearance.

Authorities responded shortly before 3:30 p.m. on March 28 to a report of gunfire on the southbound Route 4 ramp to Woodyard Road. The victim, who was not injured, reported that his vehicle had been hit while he was stopped in traffic. Maryland State Police investigators recovered a bullet from the vehicle’s trunk and a shell casing at the scene, aided by a K9 unit.

Through dashcam footage and other investigative techniques, Howard was identified as the suspected shooter. Investigators allege that Howard fired at another individual during a road rage encounter, but instead struck a third party’s vehicle. The Highway Gun Crimes Initiative unit is leading the ongoing investigation.

The Maryland State Police continue efforts to curb highway gun violence and are requesting public assistance in other active investigations. Information is still sought in the unresolved cases of Delonte Hicks, Charles Marks, and Nyah Hairston. Those with tips are encouraged to call 410-538-1887. Callers can remain anonymous.
