International Motors, LLC has issued a recall for certain 2025 model year IC Bus CECB commercial buses due to a noncompliance issue with the Federal Motor Vehicle Safety Standard (FMVSS) 108 S10.16.2, which governs combination headlighting systems photometry. The recall, identified as NHTSA Recall No. 25V-177, involves five units manufactured between April 16, 2024, and August 20, 2024, all of which are believed to be affected.

The defect was discovered when it was found that the buses, equipped with halogen headlights, deactivate the low beam when the high beam is engaged. This malfunction could reduce visibility in certain driving conditions, increasing the risk of a crash. The issue was identified after a Department of Transportation (DOT) Annual Inspection failure reported by a customer on February 26, 2025. Following the report, International Motors took immediate action, including a halt in the delivery of buses with halogen headlamps and a thorough review of the headlamp photometric test results.
By March 5, 2025, corrected programming was implemented at the IC Bus Tulsa Assembly Plant, and all affected vehicles on hold were updated with the corrected software. The company officially declared a non-compliance recall on March 13, 2025, after finalizing the identification of the suspect population.

To remedy the issue, International Motors plans to reprogram the body control module (BCM) to ensure the low beams remain activated when the high beams are engaged. Customers will receive reimbursement instructions, and the company’s plan for pre-notification remedies, on file with the National Highway Traffic Safety Administration (NHTSA) since June 7, 2024, will apply. Dealer notification letters are scheduled to be mailed by May 12, 2025, followed by customer notification letters on May 19, 2025.
International Motors is advising bus operators and dealers to ensure vehicles receive the necessary software update to prevent potential safety hazards associated with the malfunctioning headlamp system.
