A federal grand jury has indicted Sarah Maud Jess, 61, of Capitol Heights, Maryland, on multiple charges, including fentanyl distribution, firearm possession, and illegal reentry into the United States following a prior aggravated felony conviction. The indictment, announced by the U.S. Attorney’s Office for the District of Maryland, outlines allegations that Jess participated in a conspiracy to distribute fentanyl over an 11-month period and illegally possessed a firearm and ammunition while being unlawfully present in the country.

According to court documents, Jess conspired to distribute at least 40 grams of fentanyl between November 2023 and October 2024. She is also accused of distributing fentanyl in June and September 2024 and possessing 40 grams or more of fentanyl with intent to distribute on October 2, 2024. On the same day, authorities allege that Jess was found in possession of a firearm and ammunition despite being prohibited from doing so as an illegal alien previously removed from the United States following a conviction for an aggravated felony. Jess had not obtained permission to reapply for entry into the United States.
If convicted, Jess faces a mandatory minimum sentence of five years and a maximum of 40 years for the drug charges. The firearm possession charge carries a sentence of up to 15 years, while the illegal reentry charge carries a maximum sentence of 20 years. Sentences are determined by a federal district court judge, who will consider the U.S. Sentencing Guidelines and other statutory factors.

The investigation was a collaborative effort involving Homeland Security Investigations (HSI) Baltimore, the Drug Enforcement Administration (DEA) Washington Division, the Federal Bureau of Investigation (FBI) Baltimore Field Office, the Montgomery County Police Department, and the Prince George’s County Police Department. Assistant U.S. Attorneys Elizabeth Wright and Nicholas Potter are prosecuting the case. It is important to note that an indictment is not a determination of guilt, and individuals charged are presumed innocent until proven guilty in court.
