Washington County’s Board of County Commissioners is set to convene for its next open session on March 25, 2025, with a packed agenda featuring a proclamation recognizing American Red Cross Month and an in-depth review of the proposed Fiscal Year 2026 General Fund Budget. The meeting will also include updates on several departmental budgets, emergency management planning, and various procurement matters.

The session will begin at 8:00 a.m. with citizen participation, followed by a formal call to order and approval of prior meeting minutes. At 9:20 a.m., the Commissioners will present a proclamation to the Greater Shenandoah Valley Chapter of the American Red Cross, acknowledging the organization’s humanitarian contributions to the community. The proclamation highlights the group’s involvement in disaster relief, blood donation drives, and support services for military families and veterans.
Following the proclamation, budget discussions will take center stage. The proposed FY2026 General Fund Budget totals $326.8 million, and increase of $26 million from FY2025. Key drivers of the increase include enhanced funding for emergency management consulting services, a cost-of-living adjustment for retirees, and additional support for the Commission on Aging. Adjustments to departmental personnel and technology services also contributed to the rise in expenditures.

Additional presentations will cover specific budgets for water quality, highways, and capital improvement planning. The agenda also includes several procurement approvals, including maintenance agreements for emergency medical equipment and cooperative contracts for emergency operations planning.
The Commissioners will also meet with Washington County Board of Education leadership to explore service overlaps between the county and public schools. In a later closed session, they will discuss personnel matters, legal consultations, and collective bargaining negotiations. The meeting will adjourn following a luncheon with Carl Anderton, Director of Rural Economic Strategy at the Maryland Department of Commerce.
