The Federal Aviation Administration (FAA) is facing urgent calls to modernize its aging air traffic control (ATC) systems following a 2023 national airspace shutdown caused by a critical system outage. The Government Accountability Office (GAO) reported that 37% of the FAA’s 138 ATC systems are unsustainable, with an additional 39% potentially unsustainable. These outdated systems play a crucial role in maintaining the safety and efficiency of the national airspace, which handles more than 45,000 flights daily.

The FAA has struggled for years to upgrade these systems through its multi-billion-dollar Next Generation Air Transportation System (NextGen) program, which aims to modernize air traffic management. Despite spending over $14 billion on NextGen since 2007, the FAA has encountered delays, missing critical milestones, and failing to establish project baselines for key investments. Completion dates for some modernization projects are still six to ten years away, with four critical systems lacking associated investments altogether.

The GAO made nine recommendations to the FAA to improve oversight and management practices, including developing a detailed risk mitigation plan for NextGen and reporting to Congress on efforts to address unsustainable systems. The FAA has implemented two of the recommendations but has not yet taken action on the others. The GAO emphasized that fully addressing these recommendations is vital for managing risks, enhancing transparency, and ensuring the long-term safety and efficiency of the national airspace.
