Maryland Attorney General Anthony G. Brown announced on March 3, 2025, that no charges will be filed against Baltimore Police Department officers involved in the fatal shooting of Robert Phillip Nedd, Jr. on October 9, 2024. Following an investigation by the Attorney General’s Independent Investigations Division (IID), it was determined that the officers’ actions did not constitute a crime under Maryland law.

The incident began around 8:45 p.m. when a Baltimore police officer responded to a sedan that had driven the wrong way on Pennsylvania Avenue and crashed into a parked vehicle. Nedd, the driver, complied with initial instructions to sit on a curb but then fled on foot. The pursuing officer called for backup, and two additional officers joined the chase. The officers confronted Nedd in a wooded area near Argyle Avenue and Pitcher Street, where he reportedly displayed a handgun. Officers discharged their firearms, striking Nedd. He was pronounced dead at the scene, and a loaded gun was recovered nearby.

The IID launched an investigation immediately following the incident and completed its review on February 25, 2025. The investigation included an analysis of evidence and relevant legal issues, ultimately concluding that the officers acted within the law.
