Rep. April McClain Delaney (D), the representative for Maryland’s Congressional District 6, is set to host a telephone town hall this Tuesday to address growing concerns over recent actions by President Donald Trump impacting federal agencies and their employees. The event will provide a platform for constituents to voice their questions and receive insights from a panel of experts regarding changes to agency policies, funding decisions, and federal labor agreements.

The town hall comes in response to a series of executive actions issued by Trump, which include a directive to review and potentially cut funding to nongovernmental organizations (NGOs) receiving federal support. The president cited concerns that certain NGOs undermine U.S. national interests, leading to a broad reassessment of federal financial allocations. Another measure aimed at curbing spending at the U.S. Agency for International Development (USAID) has drawn attention, as it identifies various international programs as examples of wasteful expenditures.
In addition to funding cuts, Trump issued a memorandum restricting collective bargaining agreements (CBAs) signed in the final 30 days of the previous administration. The policy targets agreements that could extend workplace policies contrary to the incoming president’s priorities, specifically referencing a Department of Education contract limiting return-to-office requirements for federal employees. The move has sparked debate over labor rights and the ability of an outgoing administration to set long-term workplace conditions.

Another significant policy shift involves the elimination of diversity, equity, and inclusion (DEI) initiatives within federal agencies. An executive order signed by Trump mandates the termination of DEI programs, positions, and related grants, arguing that such policies amount to discrimination and misallocate government resources. Federal agencies are required to provide reports on past DEI expenditures and outline steps for compliance with the order, signaling a major reversal of the prior administration’s policies on workplace diversity.
Additionally, Trump established the Department of Government Efficiency (DOGE) through an executive order aimed at modernizing federal technology and streamlining agency operations. The measure reorganizes the United States Digital Service (USDS) and requires agencies to create internal teams dedicated to improving efficiency and software infrastructure. While the initiative focuses on reducing bureaucratic inefficiencies, concerns have been raised over the potential implications for federal workforce restructuring.
