A drug investigation in Washington County led to the arrest of two men from Maryland after a routine traffic stop escalated into a foot chase and the attempted destruction of suspected narcotics. During the pursuit, an officer was exposed to a powdery substance believed to be fentanyl, prompting a decontamination procedure. The incident occurred on February 4, 2025, when authorities were conducting surveillance on suspected drug activity in Hagerstown.

The Washington County Narcotics Task Force observed suspicious behavior indicative of drug distribution, leading officers from the Hagerstown Police Department to conduct a traffic stop for a violation. The driver, identified as Wesley Antonio Fulgham, 35, of Baltimore, and passenger Levar Atturra Octavion Cooper, 30, of Hanover, were inside the vehicle. A Maryland State Police trooper and K-9 unit responded to the scene, and a scan of the vehicle indicated the possible presence of narcotics. When officers instructed Cooper to remove his hands from his pockets, he fled on foot, discarding gel capsules suspected to contain fentanyl.
During the chase, Cooper threw capsules into the air and onto passing vehicles in an apparent attempt to destroy evidence. A pursuing officer was exposed to airborne powder from the capsules, which struck him in the face and chest. Emergency responders from Community Rescue Services decontaminated the officer at the scene, but he did not require hospitalization. Cooper was apprehended shortly after the pursuit, and officers recovered approximately 84 gel capsules containing suspected fentanyl.

A subsequent search of the vehicle uncovered additional suspected fentanyl, digital scales, packaging materials, and U.S. currency. Both suspects were taken into custody and face multiple charges, including possession of a large amount of fentanyl, possession with intent to distribute, possession of a controlled dangerous substance, and possession of drug paraphernalia. Cooper faces an additional charge of reckless endangerment due to the officer’s exposure to the suspected narcotic.
Authorities have not released further details on the case as the investigation continues.
