The deceased has been identified as Kelvin Lashawn Baker, a 46-year-old resident of Hagerstown. The officers involved in the incident include Captain Tom Langston, a 27-year veteran in the Operations Division; Sergeant Steve Lucas, an 11-year veteran with the Investigations Division; and Officer Zach Rowe, an 8-year veteran also in the Operations Division. The investigation into the circumstances surrounding Baker’s death is ongoing.
The Maryland Office of the Attorney General’s Independent Investigations Division (IID) is still examining the circumstances surrounding the police-involved death that occurred in Hagerstown. According to preliminary reports, officers from the Hagerstown Police Department were executing a search warrant on October 26, 2024, around 10:15 p.m., at a residence on the 100 block of East Washington Street.
Upon their arrival, officers detained a man outside the residence, placing him in handcuffs and securing him in a police cruiser while the search proceeded. While in the back seat, the individual reportedly vomited, experienced breathing difficulties, and became unresponsive. Police administered medical assistance, but the man was later pronounced dead after being transported to a nearby hospital.
The officers involved were equipped with both body-worn and dashboard cameras. IID protocol indicates that footage from the body-worn cameras is generally released within 20 business days, although circumstances may require additional time to protect civilian witness identities, address technical issues, or ensure the family has the opportunity to view the footage before public release.
