The legislation includes provisions that would require individuals registering to vote to provide proof of U.S. citizenship, a move pushed by Republicans, partly in response to claims of widespread voter fraud in the 2020 election. Democrats argue that the bill could suppress voter turnout by placing additional hurdles on the process.
The outcome in the House remains uncertain. Despite a slim 220-211 Republican majority, some members of the party have indicated they may not support the bill. This internal division has delayed a vote on the bill in the past. Even if the bill passes the House, it faces almost certain rejection in the Democratic-controlled Senate.
The implications of this legislative battle extend beyond the immediate threat of a government shutdown. The debate over voter registration laws highlights the deep political divisions ahead of the 2024 elections, where issues of election security and voting rights will likely play a major role. Additionally, should the government shut down, it could impact essential services and the economy, with federal workers temporarily out of jobs and critical programs paused. As the January 1 deadline to raise the national debt ceiling approaches, Congress must also confront another looming financial crisis. If the ceiling is not raised, the government risks defaulting on its $35 trillion in debt, which could have widespread economic consequences both domestically and globally.
It is believed that a government shutdown would not affect the 2024 elections from occurring, as elections are conducted by the states, not the Federal government.
