Boonsboro Town Council to Consider Replacing Flock Cameras with Axon, Bundle with Body Cams and Tasers in $150,235 Contract

The Boonsboro Town Council is set to consider a significant technology acquisition for its Police Department, as detailed in a recent quote from Axon Enterprise, Inc. The proposed contract, totaling $150,235.94, would transition the department’s License Plate Recognition (LPR) vendor from Flock to Axon. This move would also integrate body cameras, pole-mounted cameras, and other related equipment and software into the department’s operations, with an estimated contract start date of October 15, 2026, and a program length of 60 months.

The comprehensive package includes various Axon products and services aimed at enhancing public safety and departmental efficiency. Among the items detailed in the quote are Axon Body 4 cameras, Outpost cameras, and Tasers, alongside software for evidence management, redaction, and live streaming capabilities. The proposal also includes installation services for some of these systems, such as advanced installation for Axon Outpost and API integration for Axon Fleet 3, which supports automatic license plate recognition. The estimated annual savings projected by this contract amount to $23,892.98.

The financial breakdown of the proposed contract spans five years, with annual payments scheduled from August 2026 through August 2030. The initial year’s payment is set at $27,500, with subsequent years following a similar structure until the final two years of the contract, which are slightly higher at $33,867.97 each. The delivery of hardware is anticipated by September 15, 2026, with software and services beginning on October 15, 2026, and extending through October 14, 2031.

The contract encompasses a wide array of hardware and software components. For the body camera system, this includes the Axon Body 4 cameras themselves, along with docks, cables, and mounting solutions. The Outpost Tap Plan includes pole-mounted cameras and associated solar panels, batteries, and enclosures. The Tasers 10 Certification Standard Plan involves multiple Tasers, training cartridges, VR headsets for simulation, and associated accessories and holsters. Software licenses for Axon Evidence, including unlimited storage and redaction tools, are also part of the package. The agreement is contingent upon acceptance of Axon’s standard terms and conditions, including their Customer Experience Improvement Program.

The Axon Outpost cameras include license plate reader technology, as well as the ability to record vehicle attributes like make, color, and other details, according to their website.

The vote will take place at the Mayor and Council meeting on August 10, 2026, which starts at 7 PM. Residents who wish to speak on the matter or other matters of relevance to the town may be provided three minutes to do so near the beginning of the meeting, according to the agenda.
