WASHINGTON D.C. – The Department of Homeland Security (DHS) is entering into a partnership with the Department of Transportation (DOT) to intensify efforts against fraudulent and unlawful practices within commercial driver’s license (CDL) schools. This collaboration will see Homeland Security Investigations (HSI), a division of DHS, working alongside the Federal Motor Carrier Safety Administration (FMCSA) of the DOT to identify and address instances of fraud related to the issuance of non-domiciled commercial driver’s licenses to individuals who are not legally present in the United States. The joint initiative aims to safeguard the integrity of the CDL system by upholding rigorous training standards and preventing fraudulent activities, thereby ensuring that only properly qualified individuals are authorized to operate commercial vehicles.

The partnership is designed to enhance the existing efforts to ensure that only eligible and adequately trained individuals obtain commercial driver’s licenses. By combining the investigative capabilities of HSI with the regulatory oversight of FMCSA, the initiative seeks to fortify the system against exploitation. This “whole-of-government approach,” as described by DHS leadership, is intended to bolster the safety of American roadways by scrutinizing CDL training programs and preventing unqualified individuals from obtaining licenses to operate large commercial vehicles.
The FMCSA has identified a significant number of entry-level driver training schools, estimated to be around 75, that are suspected of engaging in fraudulent activities. These allegations include the use of improper driver certifications, falsification of training records, and a failure to provide adequate training to individuals seeking CDLs, among other regulatory violations. The DOT will now involve HSI in its investigations into these suspect schools. This coordinated action is part of a broader administrative effort to eliminate fraud within the American trucking industry and restore confidence in its operational integrity. This initiative is expected to have a tangible impact on road safety by ensuring a higher standard of training and qualification for those who operate commercial vehicles across the nation.
