The Frederick County Sheriff’s Office has announced the successful completion of a two-day enforcement operation aimed at combating human trafficking within the county. The initiative, which took place recently, brought together a coalition of local, state, federal, and community-based organizations with a shared mission to dismantle trafficking networks and provide essential support to survivors.
During the operation, law enforcement officers conducted a traffic stop that led to the arrest of William Dorsey, a 52-year-old resident of Toledo, Ohio. Dorsey faces charges of sex trafficking and has been transferred to the Frederick County Adult Detention Center. In addition to this arrest, investigators encountered several individuals during the operation who are believed to be victims of human trafficking. The operation was spearheaded by investigators from the Frederick County Sheriff’s Office Criminal Investigations Section, who worked collaboratively to identify signs of trafficking, disrupt criminal activities, and ensure accountability for offenders, all while prioritizing a victim-centered approach.

The multi-agency effort involved participation from the Frederick County Sheriff’s Office, the Frederick Police Department, the Frederick County State’s Attorney’s Office, the Federal Bureau of Investigation, Homeland Security Investigations, and the United States Secret Service. Crucial support was also provided by community organizations such as Heartly House, Safe House Project, and Operation Light Shine. A key element of the operation was the immediate availability of victim advocacy and support services. Representatives from the Frederick County Sheriff’s Office Victim Services Unit, Heartly House, and Safe House Project were present throughout the operation, offering crisis intervention, safety planning, resource referrals, and immediate assistance to those encountered.
The Frederick County Sheriff’s Office has reiterated its commitment to diligently investigating human trafficking offenses, supporting survivors, and collaborating with community partners to prevent exploitation and bolster public safety across Frederick County. Further details regarding the outcomes of the operation are expected to be released as they become available.
