A Washington D.C. man has been sentenced to federal prison following a guilty plea to charges related to a crash that occurred on the Baltimore-Washington (B-W) Parkway. Khoran Newell, 43, will serve one year in federal prison, followed by two years of supervised probation, after pleading guilty to driving under the influence and failing to yield to an emergency vehicle.
The incident took place in the early morning hours of December 27, 2025. According to court documents, Newell’s vehicle collided with a United States Park Police (USPP) cruiser that was actively engaged in a traffic stop on the northbound parkway. At the time of the collision, the officer’s cruiser had its emergency lights illuminated. The impact was significant, with data from the striking vehicle’s event data recorder indicating it was traveling at 62 mph approximately five seconds before the crash. The force of the collision propelled the officer over the cruiser and onto the shoulder of the parkway.

Following the crash, another USPP officer approached Newell’s vehicle and found him seemingly asleep at the wheel. After waking Newell, the officer escorted him to the parkway’s shoulder. Newell, who did not sustain any injuries, exhibited signs of intoxication, including unsteadiness, the smell of alcohol, slurred speech, and confusion regarding the events that had transpired. Newell refused to participate in standardized field sobriety tests and a breathalyzer examination. A warrant was subsequently obtained for a blood draw, which revealed a blood alcohol content of .21.
The U.S. Attorney’s Office for the District of Maryland announced the sentence, commending the U.S. Park Police for their thorough investigation into the matter. The prosecution was handled by Assistant U.S. Attorney Ellen Nazmy.
