In a recent follow-up interview from his original interview in December, Chris Burnett, a candidate for Maryland’s 6th Congressional District, detailed a comprehensive economic vision aimed at addressing the affordability crisis and fostering job growth, emphasizing a reliance on federal investment rather than local tax increases. Burnett, who served 25 years on active duty in the military, highlighted the personal impact of economic pressures on his own family, a single-income household of six living in Montgomery County. He stated that constituents are seeking opportunities for entrepreneurship and well-paying jobs that would allow them to remain in Maryland.

“As a family of six living in Montgomery County, we’re experiencing the affordability crisis,” said Burnett. “What people want more than handouts is opportunity. They want to be able to start a business, get a good job, send their kids to school, and stay in Maryland.”
Burnett’s economic framework, dubbed the “Innovation Corridor,” is a three-part strategy focused on infrastructure development, energy production, and job creation. This plan explicitly seeks to leverage federal funding sources such as federal highway dollars, the CHIPS Act, and the Jobs and Innovation Act. The infrastructure component targets key routes including the American Legion Bridge, referred to as a gateway to Western Maryland, and the widening of Interstate 270 (I-270). Additionally, the plan proposes modifications to interchanges along I-70, I-68, and I-81.
A core element of the “Innovation Corridor” involves repurposing underutilized commercial and industrial sites along these transportation corridors into “Opportunity Zones.” These zones would be developed to support advanced technology sectors, including artificial intelligence, quantum research, data centers, and advanced manufacturing, with a specific aim to revitalize industries like steel production in Western Maryland. To power these energy-intensive operations, Burnett’s proposal includes the co-location of Small Modular Reactors (SMRs) adjacent to these sites. He acknowledged that while federal funding serves as a primary driver, the success of this plan hinges on aligning county and state priorities through favorable local tax incentives and streamlined regulations, while maintaining stringent health, safety, and environmental standards.
“You align all of this around small modular reactors that are co-located in these opportunity zones to provide energy to those energy-intensive industries, all of which are aligned to national security priorities,” said Burnett.
Burnett also reiterated his commitment to political reform, including self-imposed pledges for a maximum of 10 years of service in Congress and a complete abstention from trading stocks while in office. He expressed a preference for transparency and voter choice over mandating such rules for all candidates, though he suggested that banning stock trading could naturally encourage politicians to return to the private sector after a few terms, addressing concerns about career politicians. Burnett underscored the importance of eliminating conflicts of interest, stating that prohibiting stock trading or requiring blind trusts is a straightforward measure.
Despite facing a significant funding disadvantage compared to established politicians, Burnett indicated he is pursuing an authentic grassroots campaign built on hard work and substantive policy proposals, rather than attempting to match his opponents financially. His approach to representing Maryland’s 6th Congressional District draws parallels to his military experience, emphasizing a direct, problem-solving mindset cultivated from leading battalions, working at combatant commands, and advising at the Pentagon. This experience, he noted, left little room for self-promotion or protracted debates.
“Coming off active duty, all you do is solve problems,” said Burnett. “There is simply no time for unnecessary debate or any effort to self-promote… I’m coming at this from an authentic, grassroots approach to problem-solving.”
Drawing from recent military assignments at Fort Meade, Burnett highlighted concerns about national security vulnerabilities, particularly regarding the electric grid. He affirmed that these vulnerabilities exist from both cyberattacks and natural events like solar flares, which can disrupt satellite and land-based systems. He also emphasized the critical nature of the impending AI economy, which he described as highly energy-intensive, thus making clean energy production a national security imperative. Burnett voiced “cautious optimism” about quantum computing, warning that foreign adversaries, specifically China, are actively acquiring encrypted U.S. data with the intent to decrypt it once quantum computing capabilities are mastered. He stressed the necessity for the U.S. to lead in the AI and quantum computing arms race to safeguard financial, personal, and military secrets.
“We really need to win the AI and quantum arms race, not only for the commercial benefits but because of the military vulnerabilities associated with it,” stated Burnett.
In critiquing current regulations, Burnett argued that excessive taxation and oversight are hindering local industries and driving residents out of Maryland. He cited instances of local dairy farms ceasing operations due to compliance costs and a cheese farmer facing insurmountable inspection requirements, compounded by inspector shortages and substantial redundant fees. The situation has led some family farmers to convert productive agricultural land into solar fields as a last resort to generate revenue and retain their ancestral properties.
Burnett concluded by encouraging voters in Western Maryland to anticipate a positive outcome in the upcoming primary election, aiming to restore a sense of optimism often felt to be lacking in past campaigns. He spoke to the daily challenges faced by middle-class families, asserting that parents should not have to worry about the costs associated with their children’s school activities. He also expressed concern that economic barriers are causing young adults to postpone marriage, homeownership, and starting families, vowing to re-empower residents of the 6th Congressional District with a stronger voice.
“You should be able to raise a family in Maryland and not have to worry about how you’re gonna cover basic costs,” said Burnett. “To me, it’s just unacceptable that young people are delaying getting married, buying a home, or having children because they can’t afford to live the American Dream.”
