Hughes’s responsibilities will extend to oversight of launch operations at both Kennedy Space Center and the Wallops Flight Facility in Virginia. He will work collaboratively with government agencies, industry partners, and local leaders to foster stronger relationships and support the execution of the nation’s space policy, aiming to maintain American preeminence in space exploration. Hughes’s background includes extensive experience in leadership and public service.
Most recently, Hughes served as NASA’s chief of staff, where he played a key role in advancing agency-wide priorities and decision-making processes. Prior to his tenure at NASA, he held the position of deputy national security advisor for Strategic Communications at the White House, contributing to the development of national security policies and communications strategies.
Hughes also has significant experience in municipal management. He previously served as the chief administrative officer for the City of Jacksonville, Florida. In this role, he managed a workforce exceeding 7,000 employees and oversaw a budget in the billions of dollars, with responsibilities spanning public safety, infrastructure, and emergency management. Earlier in his career, he was chief of staff to former Jacksonville Mayor Lenny Curry and served as chief executive officer of the Downtown Investment Authority, where he led economic development initiatives for the city.
A veteran of the U.S. Air Force, Hughes served as a KC-135 aircrew member during operations in the Middle East in support of the Gulf War. His appointment comes at a time when NASA is managing an expanding array of launch activities, encompassing civil, commercial, and national security missions across its spaceport infrastructure.
