Parrott, a long-time resident of Washington County, joins the board with a background that includes extensive work in both the public and private sectors. He holds a degree in Civil Engineering from the University of Maryland, College Park, and is a licensed Professional Engineer. His academic achievements are further complemented by an MBA from Mount St. Mary’s University in Emmitsburg, Maryland. Professionally, Parrott has served as a Traffic Engineer for the Maryland State Highway Administration in Frederick County and as Deputy Director of Public Works for Engineering in the City of Frederick. He also established a small business in Hagerstown.

His public service career includes three terms representing southern and eastern Washington County in the Maryland House of Delegates, from 2010 to 2022. During his time in the legislature, Parrott’s legislative efforts were focused on areas such as public safety, supporting senior citizens and veterans, and fostering economic growth within the county.

Beyond his professional and legislative roles, Parrott has been actively involved in community initiatives. In 2016, he and his family launched the Hagerstown Area Summer Swimming program. This program aimed to enhance water safety, encourage healthy competition, and support youth development. Parrott served as the head coach, helping the program expand to include over 1,000 swimmers across Washington County. He also collaborated with the Boys & Girls Club and the City of Hagerstown to offer accessible swimming lessons for local children. Parrott’s commitment to service is also highlighted by his achievement as an Eagle Scout.

A swearing-in ceremony for Commissioner Parrott took place on April 21, 2026. He is expected to participate in his first meeting with the Board of County Commissioners on Tuesday, April 28, 2026. Washington County Government has expressed anticipation for his contributions and leadership in serving the residents of the county.
