The work session will commence at 1:00 p.m. with an in-depth review of the proposed fiscal year 2027 budget, led by City Administrator Scott Nicewarner, Chief Financial Officer Michelle Hepburn, and Accounting & Budget Manager Brooke Garver. Following the budget discussion, the council will move to a preliminary review of upcoming agenda items.

A significant portion of the session will be dedicated to infrastructure and development. City Engineer Jim Bender is slated to present details regarding the city’s transportation priorities in a letter to the Department of Transportation, as well as information concerning Columbia Gas crossbore CCTV inspections. Bender will also provide an update on the reinstallation of the RISE Sculpture.

Further into the agenda, Nancy Hausrath, Director of Utilities, will present an update on the wastewater rate model. Community development initiatives will also be addressed, with Planner Matt Ross scheduled to present a request for Appalachian Regional Commission (ARC) direct funding for uncommitted fiscal year 2026 projects. Additionally, Director of Public Works Eric Deike and Recreation Assistant Kay Osmer will present a proclamation for Founder’s Day.

The meeting will also include an update on stakeholder discussions, offering insights into ongoing community engagement efforts. The work session is expected to conclude at approximately 3:30 p.m., following comments from the City Administrator and Mayor and Councilmembers.
