According to a press release from Immigration and Customs Enforcement (ICE), an individual with a final order of removal who is in the country illegally recently endangered law enforcement officers and the public during an attempted arrest in Baltimore. The incident occurred last Thursday afternoon when ICE officers attempted to apprehend Ever Omar Alvarenga-Rios, a citizen of Honduras who had been ordered to leave the United States by a judge.

Officers initiated a vehicle stop to arrest Alvarenga-Rios, but instead of complying, he reportedly drove recklessly through the city. The situation escalated when Alvarenga-Rios abruptly braked, leading to a multi-vehicle collision. Following the crash, he allegedly fled the scene on foot, continuing to disregard commands from law enforcement. ICE officers then pursued and apprehended Alvarenga-Rios, using what was described as the minimum level of force necessary according to their training. Both Alvarenga-Rios and the two ICE officers involved were taken to a local hospital for medical treatment, with at least one officer suffering a concussion. Alvarenga-Rios remains hospitalized and in ICE custody.
Obstructing law enforcement is a felony and a federal crime. Alvarenga-Rios initially entered the United States in 2014 and was released into the country during the Obama administration. In 2018, a federal immigration judge issued a final order for his removal. Despite this order, he remained in the country illegally. This incident highlights ongoing tensions and challenges faced by ICE officers.
This event follows reports of sanctuary city officials providing resources and guidance to undocumented individuals on how to evade ICE encounters. Specifically, ICE has pointed to a webinar hosted by Representative Alexandria Ocasio-Cortez, an online video by Representative Dan Goldman, multilingual flyers and online resources distributed by Los Angeles Mayor Karen Bass, and guides and sanctuary laws published by California Governor Gavin Newsom. These actions, according to ICE, are seen as encouraging defiance of law enforcement.
ICE has also reported a significant increase in threats and assaults against its officers. The agency indicated an 8,000% rise in death threats and a more than 1,300% increase in assaults against ICE officers. The agency is calling for a de-escalation of rhetoric from politicians and media outlets that may incite violence or resistance against ICE law enforcement.
